And you've disabled AFP?
In Services -> AFP, having Enable Time Machine support checked, even if Enable Mac file service (AFP) is unchecked, means AFP is running.
Re-enable Enable Mac file service (AFP), uncheck Enable Time Machine support, then uncheck Enable Mac file service (AFP).
Then you can edit the volume(s) that were using AFP.
