Organizing Windows 11 windows
I'm late to this party.
If you have a specific organization of Windows you like, Microsoft PowerToys' Workspaces will automate opening apps and / or organizing open windows.
If you create a desktop shortcut, the shortcut can be dropped in the task bar. Workspaces can be applied on top of other workspaces -- it's just opening (if needed) and moving windows around. There's no state within the Workspaces app that I've noticed.
It doesn't internally support multiple monitors / multiple desktops, but I find putting shortcuts in the task bar good enough.
